I live in an apartment and i have a complete set of sound off items. 14" hi hat (and another 14" on a crash) 20" ride, and then the 16" and 18" on the other crash cymbals. They work remarkably well, and i'm so thankful they have them in such a variety of sizes. I also have a pad on the 14" snare, 8/10/12/14/16 toms, and also the bass drum mute.
Definetely worth the investment to keep the neighbors happy

This HQ Percussion hi-hat mute works perfectly. It reduces the sound of a hard hit to a very low thunk that can not be heard in the next room. It is a rubber like mat with a one inch lip on each end which attaches under the top hi-hat cymbal. It takes maybe three seconds to place or remove.
The same also goes for the crash mutes and the ride mutes that are also sold by HQ, which I also bought and installed. I also bought the bass drum mute which also works well, just not quite as well as the cymbal mutes, so you might or might not have to hammer the bass drum a little less forcefully, if you have thin walls or sensitive neighbors or room mates. I also bought the set of 4 tom and snare mutes which also work perfectly, cutting the sound of hard drum hits to a little thunk that no one outside the room will hear. Just remember to also release the snare lever. Even with the 12" and 13" tom faces on a 45 degree angle to the floor, the grippy mutes stayed in place as is, while being played.

I am a semi active drummer who plays about 1x a day. I have owned 2 of these within the past 5 months, and both have been completely destroyed. The foam near the metal bar rips, eventually leading to you having 2 pieces of a noise reducer, and the rubber part will fall apart, or fall off. BTW duct tape doesn't help. :(
